Russia fails to establish new security system at BRICS summit - ISW

The declaration from the BRICS summit in Kazan shows that Russia has yet to secure international support and has not established the alternative security structure desired by the Kremlin. The document mentions Russia's war against Ukraine only once, according to the Institute for the Study of War (ISW). RBC-Ukraine informs.

According to the ISW, the summit declaration states that all signatories must act following the principles of the UN Charter, including the provision regarding respect for territorial integrity. It also notes that BRICS countries welcome appropriate mediation proposals to resolve the war peacefully through dialogue and diplomacy.

The ISW highlighted that Kyiv recognizes the principles of the UN Charter as the main pathway to achieving peace and emphasizes the illegitimacy of the Russian war in terms of international law.

The Ministry of Foreign Affairs of Ukraine (MFA) responded to the Kazan declaration, stating that it reflects Russia's inability to export its views on changing the global order and security architecture to the summit participant countries.

The MFA asserted that the declaration also demonstrates that BRICS nations are not united around Russia's war against Ukraine, likely because many of these countries support the principles of the UN Charter.

"Ukraine's Foreign Intelligence Service similarly assessed that the BRICS summit will not result in the international community's approval of an alternative system of international settlements that Russia wants and stated that India, the United Arab Emirates (UAE), Brazil, and South Africa opposed the transformation of BRICS into an anti-US coalition," the ISW reports.

The BRICS summit, which took place in Kazan from October 22 to 24, brought together a significant number of Global South countries.

UN Secretary-General António Guterres and Chinese President Xi Jinping attended the summit.

In one section of the declaration, summit participants mentioned the war in Ukraine and reaffirmed their support for upholding the UN Charter. More details can be found in the RBC-Ukraine article.

Ukraine described the summit's final declaration as a defeat for the Kremlin.

British media reported that Russian President Vladimir Putin is using the BRICS summit to weaken the West and Ukraine.
